COP29-COP30 PRESIDENCY EVENT

Implementation of the Baku to Belém Roadmap to 1.3T

Background

At COP30, Parties decided “to urgently advance actions to enable the scaling up of financing for developing country Parties for climate action from all public and private sources to at least USD 1.3 trillion per year by 2035” (Global Mutirão Decision: uniting humanity in a global mobilization against climate change, paragraph 48). With this decision and the publication of the Baku to Belém Roadmap to 1.3T by the COP29 and COP30 Presidencies, fulfilling the mandate agreed in Baku, the emphasis now turns decisively toward advancing implementation and achieving concrete results.

As we advance this next phase of work, this discussion will bring together Parties and non-Party stakeholders with a focus on selected dimensions that are particularly critical to delivery. These include advancing an implementation agenda and monitoring; strengthening understanding of projected sources of finance; and better connecting financial flows with NDCs, NAPs and national strategies, while respecting country ownership.

Objective

This event proposes a focused discussion on how to operationalize these dimensions in practice, having the BB1.3T Roadmap as a key vehicle for ambition in climate finance. The discussion aims to capture reflections to help shape priorities for the continued follow up on the Roadmap towards COP31 and beyond.

Format

An open dialogue with Parties and non-Party stakeholders. The following guiding questions are suggested by the COP29 and COP30 Presidencies to stimulate and facilitate discussions:

1. Across the five action fronts (5Rs) of the Baku to Belém Roadmap to 1.3T, what are the activities that are crucial to focus collective energies on in the next few years and gain quick wins, including under the UNFCCC process?

2. How can Parties and Non-Party stakeholders support the follow up of the BB1.3T Roadmap in mandated workstreams and through the Action Agenda?

Outputs

A high-level summary under the responsibility of the Presidencies will be made available on the dedicated UNFCCC webpage after the event. The outcomes of the consultation event will have no formal status and will serve to inform the follow up to the BB1.3T Roadmap.
